Maybe the main school really is competitive but NUin isn’t as competitive, so if an applicant might not be as good for the main campus but will probably skip over the international program, then yield protection comes into play. It makes no sense for them to reject their best applicants because it is most likely already the #1 school for a large portion of those applicants.
